Show and hide layers are global actions
The "Show Layer" and "Hide Layer" actions can be triggered on one page and have a concequense on another page. Because these actions point to the name of the layer, so the call is on all the project, not only on the page that triggered the action.
A good example of that is the Skylife magazine. On all the pages there are two buttons to change the language. These buttons change the text language on the page you are viewing but also on the whole issue.
This is done with layers, one for english called "EN" and the other called "TR". All the pages of the magazine have these layers and that is why when you click on the "EN" button, it shows the "EN" layer.
